Budget 2009

a wide-ranging aid package for the people and businesses in his Budget 2009 aimed at enhancing the well-being of Malaysians with wide-ranging aid for the poor and higher development spending.

Sabah will get RM3bil for infrastructure that includes 266km federal and rural roads, while Sarawak’s RM3.3bil includes the construction of 230km roads. Both states will also get RM1bil for poverty eradication.

Abdullah said RM5.4bil was allocated to enhance the police force’s capacity.

RM35bil will be expended on public transport from 2009 to 2014 to improve its efficiency.

Malaysia’s opposition leader Wan Azizah has resigned

Malaysia’s opposition leader Wan Azizah has resigned her parliamentary seat of Permatang Pauh to make way for her husband, Anwar Ibrahim, former Deputy Prime Minister to return to the Parliament.



Wan Azizah, who is also the unprecedented female opposition leader in the parliament of Malaysia history, said the decision was made after deliberating with her family, the party leadership and partners in the Pakatan Rakyat (People’s Pact). She had earlier submitted her official resignation to Parliamentary Speaker Tan Sri Pandikar Amin Mulia, to make way for her husband Anwar Ibrahim to contest as a candidate for People’s Pact in a by-election as soon as possible.

Wan Azizah praised her husband, Anwar Ibrahim to have “articulated a vision for Malaysia that has brought hope to the people. He has the experience and intelligence to reinvigorate our economy, and the charisma and integrity to unite the Malaysian people and restore credibility to our institutions of governance.”

in BN. Among the member parties, some are asking for more power sharing while some are unable to help Umno. Instead, they are waiting for Umno's help.

it approaches Pas. A decades-long formidable opponent, an incompatible competitor, to discuss "Malay's unity".

If Umno can cooperate with Pas, it is able to restore Malay's support and consolidate its ruling foundation. More importantly, it can split Pakatan Rakyat.

As long as it can win over Pas, it can reach two-thirds of majority in the Parliament with its 140 seats and Pas's 23 seats, out of the total of 222 seats.

BN's history will be different as well. Umno and Pas will share BN's regime while other member parties will be pushed further to become decorative embellishment.

BN's ideology will be the ruling foundation of a combination of Umno's nationalism and Pas' religiosity.

BN's traditional multi-racial power sharing mechanism will collapse and replaced by a Malay Muslim-core mechanism.

Malaysia dives on election shock

'We have to continue our struggle, our agenda is far from over. We want our country to be progressive and successful and for you, the people, to be happy,' said Malaysian Prime Minister Abdullah Ahmad Badawi as he sworn in for his second term.

Malaysian stocks leading declines after the ruling political coalition suffered its worst-ever defeat in Saturday's general election. The Malaysian stock market is expected to suffer further losses until there is some political clarity which could emerge over the next 6 to 12 months. Badawi's new cabinet, expected to be unveiled, could help restore some confidence.

The Kuala Lumpur Composite Index plunged 10 percent.

Two-party system

IN the years to come this election may well be remembered as Malaysia’s rite of passage to democracy with a maturing electorate. Though our hearts go out to many deserving candidates who were vanquished at the polls, there is much to celebrate in the manner the electoral exercise was completed.

Democratic culture: The gracefulness with which BN leaders conceded defeat and the magnanimity with which the victors accepted their triumph behoves well for an emerging democratic culture.

Here may be the beginnings of a wide spectrum two-party system. MPs in the Dewan Rakyat can be more assertiveness .

Local authorities: In the four new Opposition states, local authorities will undergo changes. There may even be a move to revive local authority elections.

Barisan Nasional (BN) gabungan 14 parti mendapat mandat baru pada Pilihan Raya Umum Ke-12 apabila memperoleh 140 kerusi Parlimen. Datuk Seri Abdullah Ahmad Badawi 总理巴达维berkata beliau akan menghadap Yang di-Pertuan Agong, Isnin ini bagi membentuk kerajaan.

Sebanyak 112 daripada 222 kerusi Parlimen perlu dimenangi bagi membentuk kerajaan dengan majoriti mudah, manakala majoriti dua pertiga sebanyak 148 kerusi.

BN wins federal govt but opposition takes five states. The Barisan lost Kedah, Penang, Perak and Selangor, PAS strengthened grip on Kelantan.

Malaysia's ruling Barisan Nasional (BN) has been returned to power but without the crucial two-thirds majority in Saturday's general elections, in its worst performance since independence in 1957.

Malaysia's ruling coalition Barisan Nasional (BN), or National Front, 14-party coalition, Prime Minister Abdullah Badawi's multi-racial coalition won 140 out of the 222-seat Parliament 63.06% .

國陣已贏得140個國席,再度執政. 总理巴达维将在星期一(10日)到王宫向最高元首阿比丁苏丹要求授予重新组阁的授权.


Prime Minister Abdullah Badawi said: " ...this is the people's stand to show their stand not to give us a two-thirds majority. He would have an audience with the Yang di-Pertuan Agong, Tuanku Mizan Zainal Abidin, on Monday on the formation of the new government. "

Perdana Menteri yang mempertahankan kerusi Parlimen Kepala Batas, Pulau Pinang menang bagi penggal kelapan sejak kali pertama bertanding pada pilihan umum 1978. Najib pula mengekalkan kerusi Parlimen Pekan.

PM Abdullah, who is also the BN chairman, retained his Kepala Batas parliamentary seat in Penang while his deputy Najib Tun Razak won with a huge margin in Pekan in Pahang. Malaysian Chinese Association's (MCA) President Datuk Seri Ong Ka Ting has won Kulai parliamentary seat. Wanita Umno chief Datuk Seri Rafidah Aziz won the Kuala Kangsar parliamentary seat.


Human Resources Minister Fong Chan Onn won the Alor Gajah parliamentary seat.

MIC president S. Samy Vellu, MIC deputy chief Datuk G. Palanivel, Gerakan acting president and Outgoing Penang Chief Minister Koh Tsu Koon and PPP president M. Kayveas were trounced.

DAP memenangi 28 kerusi Parlimen, 23 oleh Pas dan 31 PKR.

Among the seats seized by the opposition parties, the Democratic Action Party (DAP) got 28, the Islamic Party of Malaysia got 23, and the People's Justice Party got 31.

28-year-old Nurul Izzah, of PKR, the daughter of PKR adviser and former DPM Anwar Ibrahim, won the Lembah Pantai seat.

DAP adviser Lim Kit Siang won the Ipoh Timor parliamentary seat.

Malaysia's Parti Keadilan Rakyat (PKR) President Wan Azizah Wan Ismail has retained her Permatang Pauh parliamentary seat in Penang.

BN menubuhkan kerajaan negeri dengan majoriti dua pertiga di enam negeri - Terengganu, Johor, Melaka, Sabah, Perlis dan Pahang, manakala di Negeri Sembilan, BN menubuh kerajaan dengan majoriti mudah. Di Terengganu, BN memenangi 24 daripada 32 kerusi Dewan Undangan Negeri (DUN), manakala Johor (50 daripada 56 kerusi), Melaka (23 daripada 28 kerusi), Perlis (14 daripada 15 kerusi), Sabah (59 daripada 60 kerusi) dan Pahang (37 daripada 42 kerusi). Di Negeri Sembilan, BN membentuk kerajaan dengan majoriti mudah pada jam 11.45 malam selepas memenangi 21 daripada 36 kerusi DUN, manakala DAP mendapat 10 kerusi, PKR (empat) dan Pas (satu). BN menang besar di Sarawak apabila meraih 30 daripada 31 kerusi Parlimen. DAP hanya menang di Parlimen Bandar Kuching.

國陣在被視為固若金湯的保壘區的柔佛州失陷了1個國席和6個州議席, 國陣還是以絕大多數優勢繼續執掌柔州政權。 國陣總共贏得26個國會議席中的25席,並在56個州議席中贏取50席,依然是最大的贏家。行動黨取得1國4州席,回教黨則第一次依靠真正的選戰贏得2個州席。麻坡是柔州國陣失掉最多席位的縣屬,這個縣內的峇吉里國會選區和屬下的州選區文打煙、新加旺,以及麻坡國會選區屬下的馬哈拉尼州選區. 行動黨是奪得峇吉里和文打煙,回教黨贏得新加旺和馬哈拉尼, 此外,行動黨再奪下古來國會選區屬下的士乃州選區、振林山的士姑來以及居鑾的明吉摩。 柔佛州務大臣阿都干尼也順利過關,他在實廊成功衛土, 不戰而勝的阿莎麗娜外,勝選的有賽哈密、慕尤丁、希山慕丁、諾萊尼、沙里爾、黃家定以及莫哈末卡立。 馬華和民政受挫最重,而國大黨是唯一在全數參選的1國4州議席中完全過關的國陣成員黨。馬華除了失掉了1國3州議席, 民政黨本屆攻1國3州,而該黨柔佛州的主席張國智在本屆再和宿敵行動黨的柔佛州主席巫程豪交手時敗陣下來,是該黨唯一失掉的席位。

臥薪嘗膽12年終贏得民心,3度問鼎士姑來州議席的行動黨候選人巫程豪終一洗過去兩屆大選被挫敗的頹氣,週六(8日)以1萬2854張數票狂胜宿敵對手國陣民政黨候選人拿督張國智。

Barisan Nasional (BN) will again form the state government in Malacca after it won 15 of the 28 state seats contested. Chief Minister of Malacca Mohd Ali Rustam won the Bukit Baru state seat.

Barisan Nasional has won majority to form the government in Terengganu.
Chief Minister Idris Jusoh retained the Jertih state seat.
PAS president Abdul Hadi Awang won the parliamentary seat in Marang constituency and Rhu Rendang state seat.

Barisan Nasional has won 14 out of 15 seats in Perlis, enabling it to form the state government.

DAP pula, bersama Pas dan PKR, buat pertama kali dapat membentuk kerajaan negeri di Pulau Pinang.

馬華和民政黨遭到前所未有的重創,在檳州角逐的國州議席全部敗北. 民政黨代主席丹斯里許子根、民政黨總秘書拿督斯里謝寬泰、民政黨三名檳州內定首長人選丁福南、拿督李家全和鄧章耀 紛紛落敗。

BN turut kehilangan banyak kerusi Parlimen di Wilayah Persekutuan. Daripada 13 kerusi yang dipertandingkan, BN hanya menang tiga kerusi - Putrajaya, Setiawangsa dan Labuan.
DAP pula menang lima kerusi, PKR empat dan Pas satu di Wilayah Persekutuan.

吉隆坡聯邦直轄區則幾乎全面淪陷,國陣只保住一個國會議席。吉隆坡聯邦直轄區里的11個國會議席,10席落入反對黨手裡.

Pesuruhjaya PAS Kedah Azizan Abdul Razak dijangka dilantik sebagai Menteri Besar yang baru setelah pakatan pembangkang berjaya menawan kerajaan negeri ini.

PAS yang mewakili majoriti kaum Melayu memenangi 16 kerusi Dewan Undangan Negeri (DUN) dan Parti Keadilan Rakyat (PKR) yang merupakan parti pelbagai kaum memenangi empat kerusi DUN. DAP dan calon Bebas masing-masing mempunyai satu kerusi manakala baki 14 kerusi dimenangi oleh BN.

吉打州已由獲得最多議席的回教黨執政. 吉打15國36州議席中,回教黨、公正黨、行動黨和獨立人士共取得11國22州議席,國陣只取得4國14州.

DAP menang 18 kerusi, PKR 7 dan PAS 6, manakala Barisan Nasional (BN) hanya menang di 28 kerusi. Ngeh mempertahankan kerusi DUN Sitiawan selain menang kerusi Parlimen Beruas, Zulkifly pula tewas di DUN Bukit Candan , Ahmad tidak bertanding pada pilihan raya kali ini .

行動黨在霹州橫掃的6個國會議席,包括林吉祥上陣的怡保東區、“小辣椒”馮寶君上陣的華都牙也,古拉上陣的怡保西區,州主席倪可漢兼攻的木威,社青團總團長倪可敏兼攻的太平,以及馬諾佳勝出的安順.

在霹州競選3國4州的民政黨,只輸剩1個玲瓏國會議席, 民政黨全國婦女組主席拿督陳蓮花。

代替拿督斯里林敬益在木威國會選區守土的全國副主席拿督鄭可揚,以及在安順尋求蟬聯的民青團總團長拿督馬袖強失利.

雪州政權宣告易手,預料將由公正黨代表出任大臣。

BN manifesto of security, peace and prosperity

The manifesto emphasised the Barisan Nasional plan in eight areas over the next five years: economy, balanced development, education, law and order, public services, reducing corruption and improving governance, religion and unity; and foreign policy. Strong economic management and a commitment to ensure no one will be left behind have put Malaysia on a solid footing.

The points outlined in BN manifesto:
Economy
 Raise the nation’s productivity, income and competitiveness levels
 Cushion the effects of rising prices
 Generate two million job opportunities
 Reduce the Budget deficit further - more development funds, without increasing taxes
 Follow through on five Development Corridors to bring equitable growth, investment and job opportunities to all parts of Malaysia

Balanced Development
 Eradicate hardcore poverty. Bring poverty rated down to 2.8 percent by 2010
 Increase quality rural jobs and incomes
 Ensure access to modern quality healthcare
 Upgrade urban public transport and reduce traffic congestion
 Affordable housing

Education
 Raise teachers’ minimum qualification and provide more training opportunities
 Continue to make national schools the school of choice by, among others, explaining the teaching of Mandarin and Tamil
 Safeguard the position of national-type schools
 Provide more scholarships for undergraduates for poor but deserving students - regardless of race

Law & Order
 Bring down the country’s crime index
 Tackle drug abuse and other social ills
 Address the issue of illegal immigrants
 Add 60,000 Police personnel by 2011
 Set up more than 150 new Police stations and beat bases to increase presence in more neighourhoods
 Improve safety in schools, playgrounds and public areas
 Focus police operations and resources in crime hot spots across the country

Public Services
 Speed up implementation of e-government initiatives
 Complete overhaul of all land offices and district offices
 Speed up issuance of licenses and permits
 Tie civil servants promotions, rewards and penalties more closely to performance targets
 Increase ethnic diversity in the public sector

Reducing Corruption and Improving Government
 Continue to enforce anti-corruption measures without fear or favour
 Strengthen monitoring and enforcement by agencies such as the ACA, Customs, Inland Revenue and local authorities

Religion & Unity
 Build better understanding of Islam among Muslims and non-Muslims through Islam Hadhari Facilitate construction, consolidation and relocation of all places of worship via state government mechanism, coordinated at federal level, that will protect the interests of all communities.
 Increase dialogue on inter-faith issues through the Department of National Unity and National Integration

Foreign Policy
 Continue to play an active, principled and impartial role in international affairs
 Expand trade and investment linkages
 Advance the economic agenda of the OIC through capacity building in less developed OIC countries
 Contribute towards a development agenda for the world’s poorest countries
